Extensibility for Golden Pipeline actions to be used by other pipelines

It would be very useful to allow other pipelines to hook into Golden Pipeline and run the Validate stage and only continue if it receives a passing result.

Not a high priority currently, but could make this more practical for existing pipelines.

Start by reading the repository's Golden Pipeline implementation and tracing how its Validate stage is invoked. Determine how another pipeline could hook into that stage and how a passing result would be exposed; done means an external pipeline can run validation and continue only after it passes.
