Description
I updated my aws-shell and when I open it, it says its the first run of this version, so it will build the docs in the background. Then after a while I get an exception:

Research direction
Start with awsshell/makeindex.py around write_doc_index, do_write_doc_index, and render_docs_for_cmd, then trace the failing call into awscli/customizations/commands.py. Reproduce the first-run documentation build and investigate the missing awscli/examples/emr/create-cluster-synopsis.txt path; done means the build completes without this FileNotFoundError.
