Start in awsshell/makeindex.py, especially write_doc_index, _index_docs, render_docs_for_cmd, and convert_rst_to_basic_text, and reproduce the traceback with the reported Python 3.6 and docutils 0.14 environment. Done means background document index creation completes without the docutils SystemMessage for the affected command documentation.
