Private API Deployment option

Ability to deploy an API front-end in private VPC. This would need to be an option within front-end-stack. A config option would be placed in setttings.json. Could also be specified in hyper cli when creating a new host. Initially this would only be when deploying host via CDK either from CLI or manually using cdk deploy. It would later be added to CLoudformation based deployment of front-end based on create-host command.

Start by tracing the front-end-stack deployment path and the hyper CLI host-creation entry point. Review settings.json and the CDK deployment flow first, then define how the private VPC option applies to CLI or manual cdk deploy before considering the later CloudFormation create-host path. Done means the initial CDK-based deployment supports the option and its configuration path is documented.
