Add support for serverless instance types in deployment-scanner

The deployment-scanner currently skips clusters containing serverless instances, need to add support.

Start at the deployment-scanner entry point and trace where clusters containing serverless instances are skipped. Review the existing instance-type handling and related tests, if present, to understand the expected scan path. Done means serverless-instance clusters are processed by the scanner instead of being skipped, with coverage for that case.
