Add the troubleshooting for the fatal problem

As a developer, there should be the guide when faces the "You can't use the project runtime because your account is associated with activity that may have violated our Service Terms".

* When you receive the "You can't use the project runtime because your account is associated with activity that may have violated our Service Terms", please confirm you do not violate our service term. We do not allow the cryptomining or hitting known domains associated with malware.
