Images for Python 3.10 and 3.11

Any chance we can have an image suited for Python 3.10 and 3.11? There were a bunch for Python 3.9, and now for Python 3.12. Jumped right over 3.10 and 3.11. However, upgrading straight to 3.12 can be difficult because not all of our dependencies have 3.12 support. I figure many people are in the same boat.

Start by inspecting how the existing Python 3.9 and 3.12 images are defined and built. Add equivalent coverage for Python 3.10 and 3.11, then verify that both images build successfully and are available for SageMaker Spark data-processing workloads.
