Description

### 🚀 The feature, motivation and pitch

I see there's extension for Q Developer, however it's has limited integration with other IAM Identity Center. basically for opt-in regions, we cant use with Q Developer Pro.

As alternative we look into Q CLI, anyway it's more powerful.

Right now, we have to create custom image just to install Q CLI. would be great if
* this Q CLI is available out of the box https://docs.aws.amazon.com/amazonq/latest/qdeveloper-ug/command-line-installing.html
* there's easy mechanism to update it as Q CLI is updated quite frequently.

### Use case description

use Q developer CLI in sagemaker jupyterlab image.

Research direction

Start with the Amazon Q Developer CLI installation guide linked in the issue and inspect how the SageMaker JupyterLab image is built. Done means Q CLI is available out of the box in the image and there is a clear mechanism for updating it as new CLI versions are released.
