Pandas unit test broken from v3.0.0

When running pandas.test.Dockerfile which runs Unit test cases for pandas experiencing below errors which could be an issue with pyarrow :

Investigate pandas/tests/extension/test_arrow.py::test_from_arrow_respecting_given_dtype_unsafe and pandas/tests/io/test_parquet.py::TestParquetPyArrow::test_roundtrip_decimal.
