FR- Provide public APIs for RES

As of now, there are no public APIs for RES that can be used for scenarios such as set up automation.

**Describe the solution you'd like**
Provide public APIs that can be used.

**Example use case**
I would like to have VDI sessions, that are linked to multiple Parallelcluster clusters.
Whenever a new cluster is launched, I need to automatically configure access rights/projects/tags/AMIs... in RES.
As of now, this seems to only be done manually.

Start by reviewing the existing RES workflows for configuring access rights, projects, tags, AMIs, and VDI sessions, then determine which operations need public API coverage. The issue is complete when automation can configure these resources for newly launched ParallelCluster clusters through documented public APIs.
