Feature Request - Ability to update IsLoadBalancerInternetFacing parameter in existing ResearchAndEngineeringStudio Cloudformation stack

After deploying the RES product with IsLoadBalancerInternetFacing parameter set to "true" there was a need to modify the configuration to make the product fully private. Updating this parameter and corresponding LoadBalancerSubnets parameter in an existing CloudFormation stack generates a change set, but when executed does not modify or replace load balancers. It is unclear what changes were made by executing the change set.
This issue was encountered with the RES_2024.10 version but changelog does not indicate updates to the behavior in 2024.12 releases.

It would be helpful to be able to update this parameter on an existing product deployment stack as requirements may change after initial roll out. Currently, it seems a redeployment of the RES product is required to update this configuration.

Start by reproducing the RES_2024.10 deployment with IsLoadBalancerInternetFacing set to true, then update it and LoadBalancerSubnets in the existing CloudFormation stack while inspecting the generated change set. Done means executing the change set clearly modifies or replaces the load balancers and makes the product fully private without requiring redeployment.
