**What would you like to be added**:
A new flag/parameter that enable [Kubernetes Service Load Balancing](https://kube-vip.io/docs/about/architecture/#load-balancing) via `kube-vip` setting environment variable `svc_enable` to `true` in their manifest (static Pod).
Is there any reason why this is not set in default configuration of `kube-vip` on Control Plane nodes?
**Why is this needed**:
Ability to use LoadBalancer services in EKS cluster without manual modification of `kube-vip` manifest on Control Plane nodes.
