Description

When booting the cluster on baremetal. The baremetal machine stops at XFRM netlink Socket.

9.729445 IPVS: loaded support on port[0] = 21
9.76524 random: crng init donw
9.810500 Initialzing XFRM socket

the baremetal machine stops at this point.

I have tried both RHEL and Ubuntu. It seems that it does not even make to the point of installation.

I expected the baremetal machine to continue to boot.

how to reproduce:
run command to create yaml file
update with osimage and oshooks with either redhat or ubuntu as os. create hardware.csv.
execute command to build cluster.
power on baremetal machine and it stops after ipxe boot.

**Environment**:
Version: v0.19.6

Research direction

Start by reproducing the bare-metal boot with the reported v0.19.6 release, using the generated YAML, OS image, OS hooks, and hardware.csv described in the issue. Compare RHEL and Ubuntu behavior around the XFRM netlink socket after iPXE boot; done means identifying the cause and allowing the machine to continue booting.
