Description

**What happened**:
Ubuntu worker VMs stuck in provisioned state when UEFI is enabled
DNS name shows "localhost"
most VMs are in bootstrap cluster (with only 2 control-plane VMs visible in the target cluster)

**What you expected to happen**:
DNS name shows the VM name
All VMs are in target cluster, and bootstrap cluster is deleted

**How to reproduce it (as minimally and precisely as possible)**:
When creating EKS anywhere vSphere cluster, use Ubuntu UEFI enabled template to create worker VMs in the EKS anywhere cluster, then the cluster creation will timeout with following error:
"Error: retries exhausted waiting for machines to be ready: nodes are not ready yet"

Research direction

Reproduce cluster creation on vSphere 7.0.3 with the Ubuntu 22.04 UEFI-enabled template using EKS Anywhere 0.18.0, then inspect why worker VMs remain provisioned and report localhost as their DNS name. Done means all VMs join the target cluster, the bootstrap cluster is deleted, and creation no longer times out waiting for machines to be ready.
