**What would you like to be added**:
A tool to move cluster resources of one cluster to another cluster.
**Why is this needed**:
There are many useful scenarios. For ex, consider a scenario where a workload cluster upgrade fails and a user has an ETCD backup of the previous cluster. A user creates a new cluster restore back the applications, storage classes, PVs, etc from the backup, creates a new workload cluster using the existing management cluster. In this case, it would be useful if we have a tool which can move cluster resources from one cluster to the new workload cluster.
