Description

**What happened**:
If a CP VM is deleted, the Kubernetes controlPlane machine CRD will show the machine entry as `Failed` but won't attempt to relaunch the VM. 

**What you expected to happen**:
Control plane node should relaunch

**How to reproduce it (as minimally and precisely as possible)**:
Delete ControlPlan VM via vCenter
**Anything else we need to know?**:
If a machine entry is deleted manually then CP node VM relaunches; it is possible machine status is not in sync via vCenter ( possibly a CAPv issue?)
