Collect Container Insights running FluentBit + CloudWatch Agent from EKS Anywhere Cluster

Description
It looks like support for this was [just added](https://github.com/aws/amazon-cloudwatch-agent/pull/682) to cloudwatch agent's [latest release](https://github.com/aws/amazon-cloudwatch-agent/releases/tag/v1.247359.0).
I've verified that we can:
- create an EKS Anywhere cluster with [IRSA configured](https://anywhere.eks.amazonaws.com/docs/reference/clusterspec/optional/irsa/).
- deploy the CloudWatch Agent and FluentBit to your EKS Anywhere cluster following [these instructions](https://docs.aws.amazon.com/AmazonCloudWatch/latest/monitoring/Container-Insights-setup-logs-FluentBit.html#Container-Insights-FluentBit-setup) with the additional on prem/irsa flag configured for CloudWatch Agent.
You'll have to perform some modifications to [this manifest](https://raw.githubusercontent.com/aws-samples/amazon-cloudwatch-container-insights/latest/k8s-deployment-manifest-templates/deployment-mode/daemonset/container-insights-monitoring/fluent-bit/fluent-bit.yaml) before applying it.
Specifically:
- apply IRSA annotations to service accounts
- add RUN_WITH_IRSA=True env var to the cloudwatch agent
I've run a PoC and verified that this all works. The one hiccup is that the fluentbit container is unable to connect to the kubelet to collect logs using TLS.
I had to add `tls.verify Off` to the kubernetes application log collection filter:

Using [this mechanism](https://github.com/kubernetes/kubectl/issues/1071#issuecomment-1437836931) I can verify from an ephemeral pod that the self-signed SSL cert mounted into the pod.

However, the fluent-bit container still throws kubelet upstream connection errors, and the kubelet throws:
