Docker clusters do not work on Docker Desktop for Mac 4.19

**What happened**:

Launching docker clusters on mac with Cilium networking using Docker Desktop 4.19 does not complete due cilium not being able to setup geneve tunnel:

`evel=warning msg="ERROR: Setup of encapsulation device cilium_geneve has failed. Is another program using a tunnel device?" subsys=datapath-loader`

As a workaround, either:
- downgrade to docker desktop 4.18
- use kindnetd cni instead of cilium

**Environment**:
- EKS Anywhere Release: 0.15 (probably all versions)
- EKS Distro Release:
