**What would you like to be added**: The [Manage cluster with Terraform](https://anywhere.eks.amazonaws.com/docs/tasks/cluster/cluster-terraform/) docs need to be expanded to describe how to use Terraform to create workload clusters.
**Why is this needed**: Current documentation only applies to managing management clusters.
