Opt-in CLI usage metrics and configuration

1) Users should be prompted whether to opt-in to upload usage metrics
2) Users should be prompted whether to opt-in to upload non-sensitive environmental information for better failure resolution

**Why is this needed**:
Having this information would improve the the developer and support experience
