Support for Generic SSH hosts

**What would you like to be added**:
Ability for EKS Anywhere to deploy on anything that is SSH accessible

**Why is this needed**:
This is to support both cloud images and any virtual machines that are created on any hypervisor i.e. oVirt or HyperV

The issue names no files, tests, or entry points. Start by reviewing EKS Anywhere’s existing deployment and infrastructure-provider paths, then define the scope for SSH-accessible hosts, cloud images, and oVirt or HyperV. Done requires an agreed implementation scope and validation criteria for those targets.
