Support for KVM virtualization

**What would you like to be added**:
Ability to use KVM Virtualization via libvirt if at all possible

**Why is this needed**:
You have full control over your linux host that runs libvirt.

The issue names no files, tests, or entry points. Start by locating the Go code that selects or provisions virtualization backends and determine the scope of libvirt/KVM support on a Linux host; done would mean EKS Anywhere can use KVM through libvirt.
