**What would you like to be added**:
Upgrade vSphere csi driver to latest version
**Why is this needed**:
To keep it up to date with the recent kubernetes versions that are supported.
Updating it to 2.4.2 caused the csi controller and node pods to crash, so this would require updates to the cli to add new crds, as well as the bundle for version update.
Side note: Currently (28 Sept 2022) capv is at `2.1.0`.
