Description

**What would you like to be added**:
Upgrade vSphere csi driver to latest version

**Why is this needed**:
To keep it up to date with the recent kubernetes versions that are supported.

Updating it to 2.4.2 caused the csi controller and node pods to crash, so this would require updates to the cli to add new crds, as well as the bundle for version update.
Side note: Currently (28 Sept 2022) capv is at `2.1.0`.

Research direction

Start by locating the vSphere CSI driver version in the CLI and bundle definitions, then inspect the CRD handling mentioned in the issue. Update the driver and required CRDs so the CSI controller and node pods do not crash, and verify the bundle supports the recent Kubernetes versions targeted by the project.
