build-tooling lambda to update eks-d + bottlerocket

**What would you like to be added**:

A new lambda (or some automated process) that opens a PR to eks-anywhere-build-tooling, bumping the eks-d version and the bottlerocket version based on new releases from those projects.

**Why is this needed**:

Currently keeping eks-d updated in eks-a is a manual process. BR is the same, however, we have recently run into issues where sometimes the BR builds do not proper import. It would be awesome if we could get this feedback sooner by having an automated process at least open the PRs when there are new versions. We could go a step further and also trigger an import into vcenter to make sure it properly imports.

Start by reviewing the eks-anywhere-build-tooling repository and the release processes for eks-d and Bottlerocket. Define how new releases should trigger version-bump pull requests, and determine whether vCenter import validation is part of the initial scope; done means the automated process reliably opens the requested updates.
