Add e2e arm64 based ami to test arm based bootstrap/capd clusters

**What would you like to be added**:

We current produce arm artifacts, but have no e2e in place to validate. We cannot create arm based OVAs so we can test a full e2e on vsphere, but we could run capd tests on an arm instance

**Why is this needed**:

Begin by locating the existing e2e bootstrap and CAPD test entry points and the current ARM artifact or AMI workflow. Compare how the existing tests provision instances, then add ARM64 AMI coverage for CAPD bootstrap testing. Done means an ARM-based CAPD end-to-end run executes successfully and validates the ARM artifacts.
