InspectContainerTimeout to be included in ECS config

### Summary

We are getting lots of CannotInspectContainerError: Could not transition to inspecting; timed out after waiting 30s. We have tried every possible combination and the rule of thumb suggested by AWS and the issue still remains. The only option for us now is to increase the timeout.

Please provide option to alter the InspectContainerTimeout from ECS config file which allows us to increase the default 30 seconds timeout
