Add EKS ArgoCD capability Application metrics to CloudWatch

**Which service(s) is this request for?**
EKS

EKS ArgoCD capability has a dashboard showing the health/status of the Applications which are deployed.

It would be good if these metrics are available in CloudWatch so they can be exported to an external monitoring/alerting system

**Are you currently working around this issue?**
It would be possible to run a custom metrics collector against the Applications in the cluster but I feel it would be a better solution for the actual ArgoCD instance metrics to be made consumable from AWS
