[ECS][request]: ECS Event Capture Feature support via CloudFormation

What do you want us to build?

The ECS Event Capture feature [1] was just launched on October 2nd, 2025, and is currently only supported via the AWS Console. Unfortunately, it is not yet available for use through the AWS CLI or CloudFormation.

Start with the AWS announcement linked as [1] and review the ECS Event Capture capabilities described there. The issue names no implementation files, tests, or entry points, so inspect the repository structure and existing ECS CloudFormation and CLI roadmap work first. Done would mean ECS Event Capture is supported through both CloudFormation and the AWS CLI.
