[EKS] [request]: Add Configuration To EBS CSI Driver Add-on To Disable CSI-Resizer Sidecar

What do you want us to build?
The EKS EBS CSI Addon will have a csi-resizer sidecar. For those not utilizing or having any requirement for dynamic resizing of ebs volumes, a request is being made to add configuration to disable the csi-resizer sidecar as was done for the csi-snapshotter sidecar [here](https://github.com/aws/containers-roadmap/issues/1919).

What outcome are you trying to achieve, ultimately, and why is it hard/impossible to do right now? What is the impact of not having this problem solved? The more details you can provide, the better we'll be able to understand and solve the problem.

The requirement is to have a option to disable the csi-resizer sidecar while installing EBS CSI Addon. The csi-resizer sidecar does consume CPU and RAM. Though a small amount of CPU and RAM is being consumed, this sidecar doesn't need to be enabled if not being used. It would reduce some resource overhead.
