Support OTLP output in the configmap for Fargate EKS.

EKS on Fargate

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Fargate supports only the following outputs: es, firehose, kinesis_firehose, cloudwatch, cloudwatch_logs, and kinesis. An OTLP output is missing and needed to collect fargate pod logs to have better structured metadata and manage indices.

**Are you currently working around this issue?**
Not solved currently.

**Additional context**
We want to send the OTLP formatted to logs to an loki 3+ endpoint.

Review the EKS on Fargate configuration surface and its currently supported outputs: es, firehose, kinesis_firehose, cloudwatch, cloudwatch_logs, and kinesis. Determine where an OTLP output would be configured and how it should target a Loki 3+ endpoint; done means Fargate pod logs can be sent in OTLP format with the requested metadata and index management.
