[ECR] [request]: Add Additional Filter with list-images command other than TAGGED AND UNTAGGED

**Tell us about your request**
Add some more conditions with filter option in "aws ecr list-image" with TAGGED and UNTAGGED conditions. Like if are using the TAGGED filter in that case we can also specify which tag we want to filter.

**Additional context**
Lets say if someone has more than 100's of images with similar kind of tag how can we filter a specific tag by using AWS ECR list Image commands.

Start with the AWS ECR list-images documentation linked in the issue and review the existing TAGGED and UNTAGGED filter behavior. Define the requested tag-specific filtering semantics and acceptance criteria; done would require the ECR service and its CLI documentation to support and describe the additional condition.
