Create EKS Optimized AMI for Ubuntu 24.04

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
To take advantage from all new kernel and packages by Ubuntu 24.04. It might be preferred to have that early, and not to wait until 26.04 is near to create 24.04 images.

The issue names no repository files, tests, or entry points. Start by researching how EKS Optimized AMIs for Ubuntu are produced and supported, then identify the project workflow for an Ubuntu 24.04 image; done would be a published, usable EKS Optimized AMI for that release.
