[EKS] [enhancement]: EKS Console Inconsistency

**Tell us about your request**
The EKS Management Console in ap-northeast-2 region currently does not reflect Desired Size in the Compute tab. I have observed the same is reflected well in us-west-2 for example. There is a '-' in place of actual size.

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
While opening the managed nodegroup or describing it through API gives the right count, it would be easier to manage resources if we can check nodegroup size from the console's compute tab.
