Support for windows version of amazon-ecs-local-container-endpoints to test the windows containers locally.

This could be Fargate, ECS

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Currently “Locally Testing Containers with Amazon ECS Local Endpoints” is only compatible with “linux containers” running on both Linux and Windows docker platform. Need to have the amazon-ecs-local-container-endpoints for Windows containers to test it locally.
