Release Livepatch enabled AL2 EKS AMI

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Various industry compliance line SOC2 mandates to patch the OS at least once a month and this is difficult for EKS nodes as patching requires machine reboot which is not feasible with EKS nodes.
**Are you currently working around this issue?**
With every EKS version release right now, we need to manually create a new AMI with livepatch installed. Also, this process of installing livepatch does not work on GPU/Neuron enabled AMI as pods unable to detect the GPU/Neuron device if we do so.
