Support CodeDeploy for ECS in the `me-central-1` region (UAE)

This could be CodeDeploy for ECS

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Since the UAE region is enabled we wanted to move our services to the `me-central-1` region because it is mandatory for our customers. We are using CodeDeploy for ECS to deploy our services with blue/green deployment strategy. Now we can not move our services to UAE(`me-central-1`) because CodeDeploy for ECS is not available in that region.

Can we use CodeDeploy for ECS cross-regionally?
