[Fargate] [request]: Reduce 1 minute minimum charge

It would be great to see a reduction to the one minute minimum charge on Fargate tasks.

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
We are looking at using Fargate tasks to allow us to quickly process millions of messages per day; however, most of these tasks would execute in under 20 seconds, so being charged for a full minute adds up. We can't use Lambda for these because they will typically require a minimum of 8GB of RAM.
