We'd like to have the soci-snapshotter (https://github.com/awslabs/soci-snapshotter) available by default in the ECS-optimized AMIs (both AL2 and Bottlerocket variants).

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Customers who want to use lazy loading to speed up container image launches currently have to build custom AMIs with soci-snapshotter.

Currently we can only use soci-snapshotter if we're willing to build a custom AMI.

This won't be possible until ECS/EC2 supports containerd (https://github.com/aws/containers-roadmap/issues/626), and will also be a lot more useful to use once ECR has support for the referrers API (also required for https://github.com/aws/containers-roadmap/issues/43).

Start by reviewing the ECS/EC2 containerd dependency in issue #626 and the ECR referrers dependency in issue #43, then inspect the linked soci-snapshotter project. Done means the snapshotter is available by default in both AL2 and Bottlerocket ECS-optimized AMIs once those prerequisites are supported.
