1. Include the ability to search ECR Private repositories by AWS Tags.
2. Display tags applied to a private repository in the repository view

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
We want to be able to filter based on AWS tags so we can see which repositories belong to which tag value (i.e team or technology)
