[EKS] [request]: Security group tags need to be added at the time of creation

Security group tags need to be added at the time of cluster creation.

As some tags are mandatory for some infrastructure needs we need a feature that can add tags to the Security groups at the time of cluster creation.

As Infrastructure needs these tags to be present otherwise the resouces created are destroyed. I know We can add them after the cluster creation and security group are created but,we need them at the time of creation.
