Research direction
The issue names ECS and the AWS Management Console but provides no repository files, tests, or implementation entry point. First determine whether this roadmap request has an associated implementation surface; define the expected cluster-level display for INACTIVE services. Done means the requested status is visible directly in the ECS console.
