[ECS] [request] Windows Containers: Support Device Flag

### Summary
Currently the ECS agent and Task config do not support devices when running Windows containers. I require this specifically for GPU acceleration. See: [GPU Acceleration](https://docs.microsoft.com/en-us/virtualization/windowscontainers/deploy-containers/gpu-acceleration)

Knowing this it might be beneficial to implement this properly by adding an additional param to accept device guuids for windows containers.
