Windows containers support for EKS pods on Fargate

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Some specific usecases/features need Windows due to Windows-only software or licenses. Looking for EKS/Fargate support just like ECS/Fargate which was recently launched (#508)

Running those pods with EKS on EC2

This is a roadmap request for Windows container support in EKS pods on Fargate, with EKS on EC2 identified as the current workaround. No repository file, test, or implementation entry point is identified; done would require documented support for the requested deployment scenario.
