Support VPA in EKS add-ons

EKS
**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
GKE has a feature of `Enable Vertical Pod Autoscaling` for exiting clusters or during cluster creation. So, similar feature would be helpful with EKS and if we can consider the same with EKS add-ons
**Are you currently working around this issue?**
Currently the VPA is manually deployed per https://docs.aws.amazon.com/eks/latest/userguide/vertical-pod-autoscaler.html
