[ECS] [request]: Add Scheduled Actions To AWS Console

Scheduled scaling to be available in the AWS console.

**Which service(s) is this request for?**
ECS

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
When creating a scheduled action (e.g scale in / out at certain times), it isn't available via the console. That makes it harder for different team members to understand or debug issues as the information isn't available to them.

**Are you currently working around this issue?**
Currently we just make sure everybody knows that this feature exists and available only via the CLI.
