[EKS] [request]: Add max-instance-lifetime to CreateNodeGroup

**Tell us about your request**
For security purposes we would like to use the new launch template feature with CreateNodeGroup for EKS together with max-instance-lifetime. The option however is an ASG option but is missing from this API.

EKS/Fartate

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
The feature allows us to ensure nodes don't go past a certain time and therefore make certain guarantees.

**Are you currently working around this issue?**
We have to continue managing our ASGs manually with Cloudformation.

The request targets the EKS CreateNodeGroup API, launch templates, and the ASG max-instance-lifetime option. Start by reading the CreateNodeGroup and Auto Scaling API documentation and comparing the existing CloudFormation workaround. Done means the requested setting is supported through CreateNodeGroup and its behavior is covered by the project's relevant validation or integration checks.
