A command to let change enableECSManagedTags and propagateTags without re-build the service

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
The only way to turnOn or turOff the parameters **enableECSManagedTags** and **propagateTags** is rebuilding the service in the cluster. if you are running a complete environment is complex to do that.
