A command to let change enableECSManagedTags and propagateTags without re-build the service

ECS-Fargate

The only way to turnOn or turOff the parameters **enableECSManagedTags** and **propagateTags** is rebuilding the service in the cluster. if you are running a complete environment is complex to do that.

Research direction

Start by reading the request in aws/containers-roadmap and the ECS-Fargate context it identifies. Clarify the command or service change needed to toggle enableECSManagedTags and propagateTags without rebuilding the service; done should allow both parameters to change without a service rebuild.
