[BUG] Local launch doesn't automatically add OTEL env variables

**Describe the bug**
When launching locally, toolkit supports passing env variables, but doesn't automatically add OTEL env variables. Due to this there are some OTEL related error when customers haven't disabled OTEL when running configure.

Start by tracing the toolkit's local launch flow and its handling of user-supplied environment variables; the issue does not name a file or test. Determine which OTEL variables must be added automatically and verify that local launches no longer produce OTEL-related errors when OTEL was not disabled during configuration.
