Chat and Code issues panels have no content

## Problem
After working in the editor pane etc. with the Amazon Q pane closed, opening the Amazon Q pane just shows the 'chat' and 'code issues' foldable header bars but their content is totally blank.

Should be able to see the chats etc. rendered

## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: Windows 11
- Visual Studio Code version: Been the past few latest ones
- AWS Toolkit version: Don't know
- Amazon Q version: Been the past few latest ones

Start by reproducing the issue in the Amazon Q pane after working in the editor with the pane closed. Trace the rendering path for the Chat and Code Issues foldable panels and compare it with the pane's initial state. Done means both panels display their chat and code-issues content when reopened.
