Description

## Problem
After working in the editor pane etc. with the Amazon Q pane closed, opening the Amazon Q pane just shows the 'chat' and 'code issues' foldable header bars but their content is totally blank.

## Steps to reproduce the issue

## Expected behavior
Should be able to see the chats etc. rendered

## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: Windows 11
- Visual Studio Code version: Been the past few latest ones
- AWS Toolkit version: Don't know
- Amazon Q version: Been the past few latest ones
