Chat tab has no input

## Problem
Chat input window doesn't exist. CLick on dots>Chat - Chat TAB appears, but there is no place to enter questions or input.

## Steps to reproduce the issue

No idea of the steps - just happens randomly. I do have several (3) windows in VSCode open.

## Expected behavior
I expect there would be a place to input questions or issues.

## System details (run `AWS: About` and/or `Amazon Q: About`)

I can't run this because there is no place to input anything!

Start by reproducing the missing Chat input in VS Code 1.106.1 on macOS with several windows open, using the reported Dots > Chat path. Compare the Chat tab when the issue occurs with a working instance; done means the tab consistently provides a place to enter questions.
